A Preferred Leased Hospital
The Culberson Hospital District was in the process of closing due to excessive debt when we were put in touch with Preferred Management Corp. We agreed to meet with them and one other leasing company. Preferred was our final choice and in four years the following has been accomplished:
Preferred has staffed our hospital with two new doctors, two P.A.s, a hospital administrator, a director of nursing, a physical therapist and many other clinic and hospital personnel.
Since coming aboard, Preferred has also refurbished the lab, added a new CT scan, new generator and even a new roof. Furthermore, a new clinic was recently built, featuring nine exam rooms, a small lab and offices for three doctors.
The changes have greatly increased inpatient, emergency and outpatient usage, as well as our physical therapy numbers. Additionally, the hospital district has been able to reduce its debt to the extent that we will be out of debt within two more years.
All of this has enabled Preferred and the hospital district to do a feasibility study on upgrading our 40-year-old building. We have opted to add 10 new inpatient rooms, a new emergency care unit, refurbish the existing building and much more.
To say the least, we are very satisfied with our association with Preferred Management Corp.

Kimble County Hospital - Junction, Texas Preferred Leased Hospital
Kimble Hospital opened its doors in October 1958 and has served the residents of Kimble County and visitors almost continuously since that time. The Kimble County Hospital District was created in 1971 to provide the resources and vision necessary to re-open Kimble Hospital, closed six years earlier due to financial concerns. The facility received designation as a Critical Access Hospital in 2000.
Operation since the formation of the District has been good, but not trouble-free, despite Critical Access status. In some years, funds had to be borrowed to meet payroll and expenses until the next year’s tax receipts were collected. In addition, funds available to reinvest in equipment and the facility were very limited. Beginning in late 2007 a series of events led the Board to look to Preferred Management for help. Our experienced personnel in accounts receivable left us, our CFO resigned, and in April 2008 our Administrator departed, leaving our Hospital and Board without the management to run Kimble Hospital efficiently. We appealed to Preferred for interim help and entered into a Lease Agreement with Preferred Hospital Leasing Junction, Inc. in June 2008.
A permanent new administrator is now on board, and business office operations have been greatly improved. Preferred immediately helped the Board to assess the condition of the 50 year old hospital and to accelerate work the Board had begun several years earlier in looking at various options to replace or upgrade our current hospital campus. The option selected and put to the voters in an election on May 9, 2009, was to sell $16.9 million in bonds to construct a replacement facility scheduled for completion in 2011. The election passed by a narrow margin and the Board is now moving forward with selling bonds and beginning detailed architectural design. The assistance and guidance provided by Preferred to Kimble Hospital in both operating the existing hospital and providing for the health care in our area in the coming decades has been invaluable.

Over a four-year period, Sabine County Hospital was facing an ever-mounting economic crisis. Our Critical Access hospital was designated a Level 4 Trauma center in this retirement area of East Texas and is vital to the local economy, fueled by tourism and retirement.
Two years of almost breaking even financially were followed by two years of dismal performance, losing $2 million dollars over the period; virtually depleting all of the cash reserves built up over the previous 28 years.
The professionalism of Preferred Management was quickly evident as they came in with the expertise and attention to detail we could not attain locally. Extremely knowledgeable in hospital operations, they have turned the once dismal financial picture around while ensuring personnel are utilized to their full potential, never losing sight of the ultimate goal of patient care.

Schleicher County Hospital District has a long-standing relationship with Preferred Management Corporation that serves our citizens well. Our board of directors is pleased with the service we receive from Preferred Management, and with the professionalism with which that service is delivered. Our financial position has improved dramatically since we first hired Preferred Management as a consultant/contract operator.
Three years ago we leased our hospital and clinic to Preferred Management - an arrangement that has continues to serve us well. Of primary concern to our board when we first aligned with Preferred Management was the loss of local control.
